About Us

The Parks (Ilford) Management Company is a Residents’ Management Company (RMC) that has been formed to protect the interests of leaseholders of the private residential estate, The Parks (Ilford). The company consists of members(Leaseholders and freeholders). There are 212 members. consisting of 57 houses, 103 flats and 52 social housing flats.

The RMC is responsible for the management and maintenance of the buildings/estate, as well as compliance with the obligations of the lease and a range of statutory requirements (subject to the lease structure). The directors of the estate, who are unpaid and appointed by the members, decide how best to achieve this by appointing a professional managing agent.


Managing Agent

The managing agent is a company that is appointed by the directors to manage the estate. They manage leases, transfers, contracts and general upkeep and repair of the estate. On the direction of the directors, they arrange insurance, contracts for cleaning and ground maitenance and other day to day activities for repairs.

Cleaning:
Iconic Cleaning Services is our current cleaning contractor. Their cleaning schedule are as follows

Monday: Estate litter picking, thorough cleaning of Blocks, Bin Area rearrangements.

Thursday: Estate and blocks litter picking, Bin Area rearrangements.


Ground Maitenance:
Iconic Cleaning Services also provide service for Ground Maintenance too. Thier ground maintenance schedule is Once a week (Thursday)
Council also look after few green areas/trees, please see the map


Managing Agent:
Red Rock Property Management is our new Management Agent. They will be collecting service charges and providing help to the Management company for the upkeep of the Estate.


Service Charge Late Fee:

Red Rock Property Management will be collecting service charges every year once the budget details are issued in July or when the year accounting is closed. You are encouraged to pay the service charge amount in full, however, we understand that not everyone can pay the whole year service charge in one go so you can arrange monthly payment with RR. You have to call them and arrange the monthly payment, Ideally with direct debit.

If you fail to pay the service charge amount on time, late fee will be issued however following process will be adapted, regardless you pay monthly or yearly.

  1. Issue the demand and obligatory summary of rights
  2. Reminder letter issued circa 14 days after due date
  3. Late payment penalty letter one (1) issued on or around 14 days after the initial reminder letter with a minimum charge of £75 + VAT
  4. Late payment penalty letter two (2) issued on or around 14 days after the letter one (1) with a minimum charge of £125 + VAT
  5. Referral fee letter three (3) issued on or around 14 days after the letter two (2) with a minimum charge of £200 + VAT and account passed on to third party debt recovery


Car Park Management:
National Parking Control is patrolling all the marked bays. All car, parked in the bay,should display Permanent Resident Parking Permit or Visitor Parking Permit

  1. Everyone should have received physical Parking Permits, which is only useful in your own bay. If you didn't, please contact Redrock
  2. Please join the Whatsapp group to keep in touch about these changed. see the bottom of this page

We have given permission to the parking company to issue tickets only to the vehicles parked in the marked bay. Any resident who received the parking ticket because they had expired permit and never received letter/visitor permit or received tickets while parked in open areas, Please provide the PCN details to jeremy.doran@rrpm.co.uk to get it canceled. Please copy directors too Management.Team@theparksilford.org.uk.


Only the parking bays will be looked after by NPC, illegal parking, dangerous parking etc, should be reported to Council or Police. Please be considerate when parking in open areas or in front of houses.

Rubbish Collection:
Redbridge council is responsible to pickup the rubbish from the bin stores as well as bins they provided to the houses

  1. Council clears the big bins in Bin stores twice a week. Monday and Thursday
  2. Council collects small bins from individual houses (if provided) once a week, Every Friday
  3. Other collections like recycling or gardens also available, please see council's website and complain if they don't visit you
  4. Houses should not use the Bin stores, if they are provided the bins by the council. You can ask for bigger bin or additional bins, if the one provided to you is not enough, Click here

Please be careful when you use the bin stores. The domesteic rubbish must be in plastic bags, and put correctly inside the bins (not on the floor). Close the door when you are done, or when you see it opened. Please do not put any recycling items/bulk rubbish/electrical items etc in the bin store. It will be treated as Bulk Rubbish and you will face the fine. Read the bulk rubbish section on how to get rid of it.

Bulk and other Waste

Bulk Waste

The Parks (Ilford) is a private residential estate. This means council do not pick up the bulk refusal items like Fridge, Furniture, Sofa and Beds. It is illegal to dump the bulk rubbish and it costs money to all of us as we arrange private contractors to pick them up. In financial year 2018 and 2019, we paid in excess of £30,000 each year. Now that the CCTV cameras are operational, we have started charging the residence who found to be dumping the bulk items.

How to arrange Bulk Waste:

If possible, drive to the tip and take your items there in your car. Google "Redbridge Tip".
Redbridge council also allows residents to arrange the large item collection for free Click Here . You can also arrange the pickup with Heart Foundation (Click Here) or find a Bulk Waste Company online. Please follow these steps:
  1. Book the collection with the council/Heart Foundation/Private.
  2. A night before the collection date, place the item outside the house or near bin area (if live in flats)
  3. Make sure proper notices are affixed on the bulk waste items. Affix the collection confirmation letter/details as well as your address so everyone is aware that it will be collected by council.
Please make sure you don’t put the items outside before the collection date and always post the confirmation document/property address so everyone is aware of it.

Since the CCTV cameras are now activated,

  1. We will start issuing the fine (minimum £100), once we identify the people throwing stuff. This charge will be added to the service charge. Please read the process document . Home owners, please make sure your renters are aware of it.
  2. We will send the CCTV recording and evidence/person details to the council who will also take actions as per the law, this include crimimal prosecution as well as fine/penalty by the council

Red Rock Estate and Property Management Ltd are the appointed Managing Agents for The Parks (Ilford) Management Company Limited.
This meeting will give us a chance to introduce ourselves and discuss our plans for the development, it will also give you as the residents a chance to air your views and discus any issues you may be experiencing.
The meeting will be held via zoom on Tuesday 28th September @ 6:00pm, if you or your tenant would like to join, please RSVP to naz.moursel@rrpm.co.uk no later than Friday 24th September. Once the RSVP is received a zoom link will be provided. If your property is tenanted, can you please provide a copy of this letter to your tenants for their information. We look forward to meeting you all on the 28th of September.

CCTV solution has been approved by the directors. SMS was awarded the contract to install the new CCTC camera solution. There will be 18 cameras around the estate, old cameras will be removed.
The new directors have finalised and approved a new Managing Agent to take care of the estate. Red Rock Property Management will take the charge of the estate from July 2021. https://www.rrpm.co.uk/

F.A.Q

There is many types of expenses, some apply to flats, some to houses. In summary we have 3 heads.

  1. Estate Level Charges: This is paid by everyone. There are 212 properties.
  2. Block Level Charges: This is paid by flat owners, including the block G but not inclduing social housing. There are 103 flats, however breakup is not even, please see this Document
  3. Block G Charges: This is paid by Block G owners only. There are 28 properties.

Management Agent fee is not equally divided. Houses and Social Housing pays £60 while rest of the charges paid by 101 flats using the block level charges calcultion.
Depending upon your property, the specific sections in the budget will apply to you. All numbers are rounded up to a £.

Budget calculation for Houses or Social housing flats

if you are a house owner or resident of Social Housing, following sections will apply,

  1. Estate level Charges section (01): This includes CCTV, ground maintenance etc. The total amount in this section is divided by all the 212 property in the estate. For example Budget 2021, this amount is 70,854.00, so every house property will pay £335
  2. Reserve Fund Estate section(04): This include reserve funds that is used for Estate level reserves. For example budget 2021, this amount is £1000, so everyone will pay (212 properties) about £5
  3. Management Fee Section (07): This include management fee that houses and Social housing need to pay. Budget 2021, the amount is 6,540.00 which means you will pay £60 (109 properties: 57 houses and 52 social housing flat)

    This means for a house, the budget proportion will be £335+£5+£60= £400 based on budget 2021 . see an example when RR sent invoice to house owners



Budget calculation for flats (not Block G)

If you are a leaseholder of a flat then

  1. Estate level Charges section (01): This includes CCTV, ground maintenance etc. The total amount in this section is divided by all the 212 property in the estate. For example Budget 2021, this amount is 70,854.00, so every house property will pay £335
  2. Block level Service Charge section(02): This include services that are spent to handle Blocks issues like clearning, repairs as well as building insurance. Each flat pays 0.917%. So budget 2021, this amount is 97,927.00 means every flat will be pay £898
  3. Reserve Fund Estate section(04): This include reserve funds that is used for Estate level reserves. For example budget 2021, this amount is £1000, so everyone will pay (212 properties) about £5
  4. Reserve Fund Block Section (05): This include reserve funds that will be use for blocks. Each flat pays 0.917%. So budget 2021, this amount is £8000 means every flat will be pay £74
  5. Management Fee Flats Section (08): This include management fee that flats need to pay. Budget 2021, the amount is 16,686.00, each flat pays 0.917%, so amount will be £154 This means for a flat leaseholder, the budget 2021 will be £335+£898+£5+£74+£154= £1462 based on budget 2021. see an example when RR sent invoice to leaseholders


Budget calculation for flats in Block G

If you are a Block G flat leaseholder then

  1. Estate level Charges section (01): This includes CCTV, ground maintenance etc. The total amount in this section is divided by all the 212 property in the estate. For example Budget 2021, this amount is 70,854.00, so every house property will pay £335
  2. Block level Service Charge section(02): This include services that are spent to handle Blocks issues like clearning, repairs as well as building insurance. Each flat pays 1.115%. So budget 2021, this amount is 97,927.00 means every flat will be pay £1092
  3. Reserve Fund Estate section(04): This include reserve funds that is used for Estate level reserves. For example budget 2021, this amount is £1000, so everyone will pay (212 properties) about £5
  4. Reserve Fund Block Section (05): This include reserve funds that will be use for blocks. Each flat pays 1.115%. So budget 2021, this amount is £8000 means every flat will be pay £90
  5. Management Fee Flats Section (08): This include management fee that flats need to pay. Budget 2021, the amount is 16,686.00, each flat pays 1.115%, so amount will be £187
  6. Service Charges - Lift Section (03): This contains lift contract, lift telephone etc. Divided by 28 flats, so budget 2021, this amount is £5400 which means each Block G leaseholder will pay £193
  7. Reserve Fund - Lift Section (06): This contains the resever funds related to Life maintenance/issues. Divided by 28 flats, so budget 2021, this amount is £500 which means each Block G leaseholder will pay £18
This means for a Block G flat leaseholder, the budget 2021 will be £335+£1092+£5+£90+£187+£193+£18= £1920 based on budget 2021.see an example when RR sent invoice to leaseholders

The details explanation of service charges are defined in the FAQ of Budget Document. However, The service charges have been rising for past 3-4 years. We have been paying every year budget amount in July and then at the fiancial year end, we pay some more (in december when the year is closed) due to expenditure overshooting the budget. The main reasons for it was JPW, our previous Management company, which increased their Management Fee from 26k to 52k, as well as Bulk Rubbish which costed us £30k every year for past 3 years. You can read more in year end financial document under Documents Section

The new Directors and the Management company are trying to decrease the amount we are paying all together by decreasing the cost, get more services like CCTV without increasing the budget amount and get the repair/services down as cheaply as possible. This may produce slight underpar services, but its a fine line we are trying to tread

Though Budget 2021 doesn't show the saving on the face of it, however, without massive increase in the service charges, we are getting CCTV and rubbish collection done. We are aiming to stop asking for more money at the year end and try to live within the budget, however we are still waiting for end of financial year July 2021 accounts done by JPW.

We are hoping to see the positive results when year 2021 ends in June 2022 and next budget is annouced in July 2022

Note: Financial Year July-2020 - June 2021 is not closed yet by JPW. When they do, we are expecting the additional payment would be needed due to budget overshoot (we know they have been doing it for past 3 years). We will try to go through the invoices and documents when available to us and challenge it where applicable, however, this additional amount is nothing to do with Red Rock or the new Directors.

Depending on the type of complain, you would either contact with Red Rock or the Parks' Directors. Most of the time, you should contact with the Management Agent, whether its related to your service charge or cleaning/ground maintaince, door issues, Parking Permit etc etc.

If there is an issue with the Management Agent itself and they are not acting on the issues then you should add the Directors in your communications. Please see Contact Us section

Log the Issue

We now have logging system where you can log the issue. This will allow visiblity to the Directors and together with the Managing Agent they can get the things done with tracking and we all will have evidence of when the issue was logged and how long it took to find the resolution. Red Rock will track the issue log and should post the replies there. This will also help residents to know if the same issue they are facing, alredy been logged by someone and they will be able to post their comments.
